Noel was born in 1755. He married Marie-Anne Commartin at St. Culhbert in 1779. He and Marie had four children: Marie (1779); Marie-Charles (1780); Francois (1785) who died at the age of six; and Jean (1786) who died at eleven months. Marie-Ann died in 1789 at age 34.

Noel married Marguerite Robillard one year later in February 1790. They had four more children: Elisabeth (1790); Pierre (1792); and Marie Louise (1793) and Noel (birth date unknown).
